Pulaski County Companies Collaborate for Innovative Logistics Solutions

Pulaski County, VA – Pulaski County companies Patton Logistics and Volvo Trucks North America are collaborating on a unique solution to improve the energy efficiency of logistics and delivery. A recent article from The Daily Item stated Patton Logistics is planning to purchase “five Volvo VNR Electric semi-trucks for operations at its warehouse in Dublin, Virginia.” Volvo announced in December 2020 that the company’s new VNR Electric trucks would be manufactured at their NRV assembly plant located in Dublin.

Patton Logistics plans to use the electric trucks for local, round-trip deliveries in Virginia, and the companies collaborated to prepare for this new logistics route. According to the article, “Volvo engineers analyzed Patton’s routes by looking at the terrain the vehicles would travel, the distance, too, along with downtime at the point of origin and delivery destination.”

Giles County, VA – NanoSonic is one of the new graduates of the Virginia Economic Development Partnership’s VALET trade accelerator program. It was announced in July that eight companies from across Virginia had graduated from the program.

VALET stands for Virginia Leaders in Export Trade. According to VEDP, “VALET is a two-year international business acceleration program that offers resources provided by the Commonwealth [of Virginia] and professional services from private-sector partners. Following a very thorough evaluation process, only 25 companies per year are accepted into the VALET program.”

NanoSonic was originally accepted into the VALET program in 2019. They have spent the last two years participating in the program, which “provides participating companies with international sales plan development services, assistance from a team of experienced international service providers, international business meetings with potential partners, educational events, and customized market research.”

~ Manufacturer to move bimetallic barrel manufacturing operation from Ohio back to Virginia and create 35 new jobs ~

RICHMOND—Governor Ralph Northam today announced that Xaloy, a leading manufacturer of plastic processing components for injection and extrusion machinery, will move its barrel manufacturing operation from Ohio back to Virginia and reopen its former facility in Pulaski County. The company will invest $1.75 million in its 100,000-square-foot, 30-acre site at 102 Xaloy Way in the Town of Pulaski to produce bimetallic barrels for a wide range of applications in the plastics manufacturing industry. Virginia successfully competed against Ohio for the project, which will retain seven jobs and create 35 new jobs.

In 2016, Xaloy closed its Pulaski plant and moved the majority of the facility’s manufacturing and positions to Austintown, Ohio. With the return of its barrel manufacturing functions to Pulaski County, the company will rehire a number of former employees familiar with Xaloy’s specific machinery.

“Our workforce is one of the key reasons Virginia is America’s Top State for Business and the return of Xaloy is proof positive that our pipeline of skilled talent is unmatched,” said Governor Northam. “It was a priority to regain this important employer in Pulaski, and securing this important project demonstrates the value of collaboration in driving economic opportunity and building long-term corporate partnerships.”

Founded in 1929, Xaloy is a global leader in high-performance machinery components and equipment for the plastics industry. The company has one of the largest screw and barrel design portfolios, world-class manufacturing capabilities, and a global sales and customer support team. Xaloy’s deep technological and engineering expertise has helped improve quality and throughput for plastics processors. Among the company’s accomplishments is inventing the first tungsten carbide barrel to withstand extreme wear and corrosive environments. Xaloy was acquired by Altair Investments in February 2021.

Nearly all 20 of the initial workforce consists of former Pulaski Xaloy workers, bringing with them decades of experience. To have a group of people who could bring this level of knowledge and experience and loyalty to the table was critical. With the support of the Governor, state and local officials, and everyone who wanted to see manufacturing in this community back on its feet, we’re happy to have been able to bring those hopes to fruition.”

The Virginia Economic Development Partnership worked with Pulaski County, the Town of Pulaski, and Onward New River Valley to secure the project for Virginia. The company is eligible to receive state benefits from the Virginia Enterprise Zone Program, administered by the Virginia Department of Housing and Community Development, as well as local incentives from Pulaski County and the Town of Pulaski.

Virginia successfully competed with North Carolina for the project, which will create 101 new jobs.

New River Valley, VA – Four companies in Virginia’s New River Valley supported NASA’s recent Mars 2020 Perseverance Rover mission by manufacturing components used in various stages of the mission. The mission launched on July 30, 2020 and landed on Mars on February 18, 2021. It will spend at least one Mars year, which is 687 Earth days, “search[ing] for signs of ancient microbial life, which will explore the past habitability of Mars.”

RICHMOND—Governor Ralph Northam today announced that Moog Inc. (NYSE: MOG.A and MOG.B), a designer and manufacturer of high-performance motion control products and solutions, will invest $10.7 million to transfer existing jobs and equipment from one of its Blacksburg facilities to a larger building in the Falling Branch Corporate Park in Montgomery County. The company will have an additional 80,000 square feet at its new operation in Christiansburg to accommodate increased customers and demand and focus on production of its slip ring products for the industrial marketplace. Virginia successfully competed with multiple states for the project, which will create 75 new jobs.

The Virginia Economic Development Partnership (VEDP) worked with Montgomery County to secure the project for Virginia and will support Moog’s job creation through the Virginia Jobs Investment Program (VJIP). VJIP provides consultative services and funding to companies creating new jobs in order to support employee recruitment and training activities. As a business incentive supporting economic development, VJIP reduces the human resource costs of new and expanding companies. VJIP is state-funded, demonstrating Virginia’s commitment to enhancing job opportunities for citizens.

Moog was recently selected to participate in VEDP’s award-winning Virginia Leaders in Export Trade (VALET) Program. VALET is an application-based, two-year global export acceleration program that provides participating companies with assistance from a team of experienced international service providers to help meet their export goals.

NRV Manufacturers Persevere Through Pandemic, Sector Outlook Positive

New River Valley, VA – In September 2020, Onward New River Valley conducted a survey of manufacturing companies in Virginia’s New River Valley. The goal of the Industry Competitiveness Survey was to better understand how local manufacturing companies were operating and adapting in the wake of COVID-19. The survey was intended to identify common challenges among local companies and expose best practices that would support the overall competitiveness and continued growth of the local manufacturing industry.

Survey responses were collected during a two-week period in September 2020. The survey was sent to 35 manufacturers in Virginia’s New River Valley (NRV) with 48% responding. The survey results, along with individual interviews, revealed several insights about the manufacturing industry in the region; these insights are described below.

Operating Status

Overall, manufacturers in the NRV have persevered through the COVID-19 pandemic with varying impacts on their operations. The vast majority (76%) of respondents reported operating at or above pre-pandemic capacity, while 24% indicated operating at about half capacity. Roughly half of respondents indicated a decrease in their sales pipeline (43%) and overall revenue (52%).

Survey respondents seemed to signal that their supply chains had only been moderately impacted by the COVID-19 pandemic. Less than one-third of respondents reported increased costs for either inputs/raw materials (29%) or freight (27%). Almost half of respondents reported experiencing an increase in supplier lead times (48%) and a reduction in the availability of inputs/raw materials (43%).

However, these changes in the supply chain do not seem to be affecting production levels for NRV manufacturers. Two-thirds (66%) of respondents reported stable or increasing production levels.

Employment

Employment through manufacturing companies in the NRV has remained mostly stable during the pandemic. The majority (62%) of respondents said their number of employees remained the same or increased since the beginning of the pandemic. Of the 38% of respondents that reported a reduction in employees (most indicating a slight reduction) since the beginning of the pandemic, the majority (63%) anticipated rehiring eliminated positions within a year of the survey date.

Over half (62%) of respondents reported having unfilled job openings. The types of unfilled positions varied among respondents, but a need for both production workers and engineers was a consistent theme. There is clearly a continuing need for talent recruitment and retention efforts across the manufacturing industry in NRV.

Health & Safety Concerns

In late September, over three-fourths of respondents indicated that at least 90% of their employees were physically working on-site. With most employees in the NRV manufacturing industry working in person amid the pandemic, it is no surprise that a large majority (81%) of respondents reported that health and safety was one of their current top three concerns for their business. Manufacturers have devoted significant attention to implementing new public health policies and technologies to keep their employees safe and their operations running during the pandemic.

NRV manufacturers have increased the number of employees that are working remotely to help mitigate these health and safety concerns. Pre-pandemic, only one respondent (5 ) reported having more than 5% of their employees working remotely, which increased to 62% of respondents by late September. This increase in remote work for some employees could be designed to offset the increased needs for physical space to comply with regulations and distancing requirements. One survey respondent stated that “physical distancing mandates are only feasible with a partial remote workforce.”

Overall Industry Outlook

Manufacturing leaders signaled an overall positive outlook for the coming year. Almost three-fourths (71%) of respondents anticipated that the remaining duration of COVID-19 impacts on their business would resolve within one year from the survey date.

Respondents were asked to give their overall outlook on the status of their company over the next 6-12 months. The vast majority (90%) of respondents reported that they had a steady or positive outlook for their company during that time period.

Leaders were also asked to forecast how many employees they anticipated having within six months to one year. Almost two-thirds (62%) of respondents expected a modest or significant increase in employment levels within a year, with no one anticipating a reduction in employees.

H&V Increases Production of PPE Filtration Media to Fight COVID-19

Floyd County, VA – Hollingsworth & Vose was recently awarded a $2.5 million contract by the Department of Defense (DOD) to increase the company’s production of filtration media. The filtration media is used in personal protective equipment (PPE) like face masks. According to the DOD, “this industrial base expansion effort will allow Hollingsworth & Vose to increase production capacity to 100 million mask equivalents per year in Floyd, Virginia by October 2021.”

This will be the second contract that Hollingsworth & Vose has secured with the Department of Defense to produce filtration media during the COVID-19 pandemic. According to Mike Clark, Division President,

“We are pleased to partner with the Department of Defense on a second contract to provide filtration media used in the production of face masks. We are committed to doing our part to respond to COVID-19 by supplying essential materials for the production of PPE.”

Volvo Starts Sales of NRV-Made Electric Trucks

Pulaski County, VA – Volvo Trucks North America last week announced the sales start of electric trucks that will be made in Virginia’s New River Valley. Volvo’s New River Valley assembly plant, located in Dublin, will begin production of the Class 8 Volvo VNR Electric truck in early 2021. The new truck model is a zero-tailpipe emission, battery-electric vehicle.

According to Volvo, the “VNR Electric is designed for customer applications and driving cycles with local and regional distribution ranges, including food and beverage and pick-up and delivery routes. The 264-kWh lithium-ion batteries, which charge up to 80% within 70 minutes, have an operating range of up to 150 miles based on the truck’s configuration.”

Peter Voorhoeve, president of Volvo Trucks North America, said about the news,

“Volvo Trucks is making electromobility accessible, efficient and operationally viable. The future is here and we are proud to bring this new and very real solution to the North American commercial trucking industry.”

Montgomery County, VA – TECHLAB® Inc., a leader in infectious disease diagnostics, announced on November 2, 2020 it has partnered with the New River Valley COVID-19 Task Force to cost-effectively expand future COVID-19 testing capacity. Under this agreement, the New River Health District secures access to TECHLAB’s analyte-specific reagents (ASRs) for SARS-CoV-2 for as little as $7-9 per use.
